Lagos Water Corporation received funds from World Bank through the International Development Agency (IDA) for designing and implementing of a performance improvement program as well as assisting the utility to commercialize its operations. Activities involved included ;

• Establishment of Key Performance Indicators (KPIs)
• Establishment of Strategic Business Units (SBUs)
• Designing and facilitating signing of performance contracts between the corporation and the Strategic Business Units
• Designing of an incentive and penalty mechanism based on selected KPIs
