It is on that basis this Certificate of Good Completion is awarded to them.       

The present Completion Certificate confirms that the works implemented in Maiduguri, Borna Nigeria under the Borno Ministry of Water Resources Institutional Capacity Building Program, Maiduguri, performed by 2ML Consulting Limited are completed according to the bill of quantities, and technical specifications and to the full satisfaction of the Client. Upon the signature of the present Certificate, the client declares not having further claims towards the Contractor and that the contracts definitively closed.
