Gilbert is a GIS, Utility and Project Management Expert, with over 17 years’ working experience. I hold a Master of Science Degree in Geographical Information Systems (GIS) from Lund University, Sweden. I have a wide GIS implementation and Consulting experience, spanning several sectors from Water, Sanitation, Agriculture, Education, Urban planning, Climate Change, Energy and transportation, among others. In this regard, I have applied GIS as an operations and stakeholder inclusive performance management and decision support tool.
I have experience in designing and implementing utility performance improvement programs that are anchored on well-defined performance improvement indicators, performance targets, incentives and penalties framework, as well as evaluating such performance improvement programs over a defined period. I have participated in utility organizational restructuring, based on clear diagnostic assessment of utility performance as well as mainstreaming ICT as a performance enabler (Computerization, Geographical information Systems, Asset and Inventory Management Systems, as well as Customer Relations Management systems).
I am a certified lead Auditor of Quality Management Systems (ISO9001:2008) which is now ISO9001:2015. I hold a Bachelor of Arts Degree in Economics and have training in Learning Materials Development, Didactics skills in active learning and aligned teaching (teaching how to teach using active learning) from UNESCO-IHE, and Open-Source GIS Implementation (QGIS).
I have excellent written, communication and analytical skills with a wide experience in implementing consultancy projects funded by development partners (USAID, AFD, AfDB, EU and World Bank) in Uganda, Nigeria, South Sudan, Bangladesh, Ethiopia, Kenya, Tanzania, Somaliland and Zimbabwe.
