Dr. Muhairwe started his working career having completed his PhD in Germany. He later moved back to Uganda and was tasked with the revival of the then failing East African Steel Corporation (EASC). He spent the first six years of his management career with EASC as the General Manager. He then joined Uganda Investment Authority (UIA) as the Deputy Executive Director and later became UIA’s Acting Executive Director for a period of three years.
In 1998, he became the Managing Director of Uganda National Water and Sewerage Corporation (NWSC), where the concept of transformational reforms through Performance Improvement Programs (PIPs) started until 2011. Immediately after leaving NWSC in November 2011, Dr. Muhairwe founded 2ML Consulting Limited.
2ML Consulting Limited is an International Management and Leadership Consultancy firm. As a Consultancy, 2ML partners with organizations to deliver responsive technical assistance and specialized capacity building solutions all over the world. These solutions are geared towards ensuring utility transformation through implementation of change management and leadership strategies that are tailored to the specific utility for sustainability.
Using his 30years experience, Dr. William has worked with governments, private sector and external agencies such as the World Bank, UNHABITAT, USAID, and DAFIDA to provide leadership and management advisory services in Africa, Asia and Latin America.
In addition to the Consultancy services, since January 2013, Dr. Muhairwe has served as the Managing Director of Global Water Leader’s Group. This is a UK based international network forum that brings together CEO-level water leaders from all over the world. The group focuses on peer reviews, building of partnerships, development and deployment of common solutions. Solutions proffered are to have tools for better coordination of financing of water utility innovations and regulation in order to address the prevalent utility sector challenges.
In addition to his various work, as part of a strategy to build capacity in future leaders and Corporate Social Responsibility, Dr. Muhairwe is also the founding Director of Muhairwe Education Trust Limited (METL). METL is a non-profit organization that supports disadvantaged students to attain higher education as they fulfill their dreams and contribute to national growth.
